It wouldn't need to literally be a release party. It would be better to have the party end up taking place three months after the game's release than have it take place three months before release. We won't know the actual release date until we're much, much closer to it.

Why is the delivery date December 2012? That’s about 6 months after mid-June. On the live RetroNick interview, Chris said it would take about a year to finish the game, and I think it could even take two years.
