I agree that Q is not a villain strictly speaking. But since I took Fred's question more as meaning "antagonist", I chose Q. I can't really think of any out-and-out "villains" that pique my interest. I prefer antagonists like Baltar off the new BSG, those who aren't evil for evil's sake and who you can't help but understand (if not sympathize with). In all the black-and-white good vs. evil settings, I can't help but root for the good guy and cheer the demise of the bad guy.
