In UAKM, he was a lieutenant.
I think it's in New SanFrancisco, the reason I believe so is based on the very nice city skyline outside his window. (but I could be wrong on that)
As far as precinct, not a clue.

The nose? It's an obvious attempt to distract us from the fact that as brothers Tex and Mac are the spitting image of each other!
And Mac's the younger sibling!!!!

Yep, Mac is a Lieutenant at the SFPD, which, judging by the establishing shot from Overseer, is located in New S.F.
The nose is a bit trickier. First, it's important to note the last name "Malden." In Martian Memorandum (Mac's first appearance) Tex's voiceover text says something along the lines of Mac being a decendant of an actor from the 20th century... Karl Malden (IMDB). Take a look at his pictures, and you'll see a certain nasal family resemblance.
Karl Malden is maybe best known as the American Express "Don't leave home without it" guy, but he's also famous for being in a cop show in the 70's... called "The Streets of San Francisco."
