Regarding the security droid, maybe they thought just having it there would deter any intruders. It was probably the fault of the security company that it had blind spots. Some places have security cameras just to deter people but make the mistake of filming places like stairways and hallways rather than at doors where people are likely to break in due to the equipment etc. kept within.

Even before the Fire preventive cigarettes you still had to puff on it to get it started... Just holding a lighter to it wasn't enough to light a cigarette... It would smolder a little, but it wouldn't have stayed lit...
So, could Tex be a mutant without knowing it, could that be his mutant ability, to be a immune from any and all toxins???
That would be kewl...

Tex probably figures that the poison only becomes a lethal vapor when exposed to the extreme heat of the smoldering tobacco. And being an experienced smoker and all, I'm sure Tex is also aware that a puff or two would be required to get the cigarette lit properly. Thus I feel that Tex would be wise enough to lace only the inner two-thirds of the cigarette with the poison. And to be on the safe side, I'm sure he'd be able to resist that initial inhale, especially due to its potentially lethal nature. So there
