The phpBB forum software corrals all the bots into their own group, to allow them easier access when spidering the board for content. It basically allows them to be "members," and therefore be able to see all the content a member would see, without having any posting rights, or any other access at all besides doing their spidery business.

It also helps in Search Engines... Someone looking for something in Google, that happens to be something we discussed in a General Thread would come out in their search... Maybe not in the top searches, but somewhere down the line a link would lead them here if they found it and clicked it...
