Actually, that had nothing to do with either campaign. It's called "Rick rolling", and it effects anyone that anyone decides to lampoon. This was just one example.

Actually, it will end. When one of them is elected. Then you can wait two or three years, replace the names (or it could be the same people), and the whole game will start anew.
