Yes, I should have clarified: I meant in-game 2003, not in reality. Pandora Directive was set in 2043, and 40 years before would have been 2003 in the game's storyline.

I just came across the bit about The Graham Act mentioned in Pandora Directive and was wondering if it's been pointed out already?
